Governor Francis Nwifuru of Ebonyi State has come under pressure to approve for issuance of Certificates of Occupancy, C of O, to winners of land allocations at the Ebonyi State University Pocket Layout, which the Governor as Speaker of the state House of Assembly supervised the approval and gazetted into Ebonyi State law 007 of 2021 section 19 pages 48 and 49.
Winners of the land allocations under the umbrella of EBSU Layout Allotees Association in a petition to Governor Nwifuru noted that after they had all met the criteria for issuance of the C of O since 2022, the Surveyor General of the State refused to release the beacon numbers to the affected plots of land, let alone the C of O.
They therefore pleaded with Governor Nwifuru to mandate the ministry of Lands and Survey to issue them with the title documents without further delay to enable them take possession of their allocations.
In the petition, the affected group said that the Survey Department of the Ministry of Lands and Survey refused to issue Government approved beacon numbers for the lands on the guise that they are not authorised properly by higher authorities.
They also disclosed that Allocation Papers of some Allotees who came late for collections were withheld by the Staff Ministry of Lands and Survey citing order from above. They lament that all effort and enquiries over the delay have yielded no result, hence their plea to Governor Nwifuru for urgent intervention.
The Allotees therefore appealed to Governor to direct the state Commissioner for Lands and Survey to immediately issue government approved beacon numbers in the already parcellated lands to all the allotees in the Ebonyi State University Pocket Layout.
Also to direct the Commissioner of Lands and Survey to facilitate the modalities of issuance of Certificate of Occupancy to the Allotees.
āA plea to you, His Excellency, to consent and sign the Certificate of Occupancy to be issued to all the Allotees in the Ebonyi State University Pocket Layouts.
āKindly direct all the trespassers not allocated with lands in the Ebonyi State University Pocket Layout to immediately vacate the parcel of land which they are illegally occupying in the layout,ā the group pleaded.
