The Richards’ Constitution of 1946 introduced the policy of Regionalisation, marking the first of its kind in West Africa. This policy enabled the creation of a House of Assembly for both the Eastern and Western regions, along with a Northern Regional Council for the Northern region. The Northern Regional Council included a House of Assembly and a House of Chiefs, addressing Nigeria’s diverse nature.

3 Head Chiefs nominated by the Governor after consulting with the Head Chiefs of the Western Provinces
